通知强调，要严格控制生态敏感、自然景观等重点地段的高层建筑建设，不在对历史文化街区(historic neighborhoods)、历史地段、世界文化遗产及重要文物保护单位有影响的地方新建高层建筑，不在山边水边以及老城旧城开发强度较高、人口密集、交通拥堵地段(areas with heavy traffic)新建超 高层建筑，不在城市通风廊道(ventilation corridors)上新建超 高层建筑群。
