《意见》指出，总体目标是用2年左右时间，健全分层分类、城乡统筹的中国特色社会救助体系。

《意见》强调，要健全医疗、教育、住房、就业等专项社会救助。

Xinjiang Uygur Autonomous Region has poured more than 300 million yuan in recent years in the intelligent upgrade of local grain warehouses and the construction of a regional grain management platform.

The region has completed the intelligent renovation of warehouses with a combined storage capacity of 3.41 million tonnes of grains, accounting for 56 percent of the region's total.

A comprehensive grain management platform has realized the online interconnectivity of 108 warehouse sites in 74 counties and cities of the region.

近年来，新疆维吾尔自治区投资超3亿元用于当地粮库智能化升级改造和地区粮食管理平台建设。目前，全区已完成341万吨粮库仓容的智能化升级改造，占总仓容的56%。

该地区74个县市的108个库点已实现综合粮食管理平台网络互联互通。
